The FCC announced that they will honor T-Mobiles request and conduct further test of the spectrum for AWS-3 auction. they are hopping the tests will help establish the auction and spectrum rules by the end of the year. The AWS-3 auction makes use of "white space" between existing frequencies. The current proposal will require its winner to license an open architrcture and provide free broadband wireless internet access.
